09/09/2013 <br /> Finding: Implementation of Mitigation 7-20 would reduce the project's impact on <br /> pedestrian facilities to a less-than-significant level. <br /> Facts in Support of Finding: Implementation of Mitigation 7-20 would reduce the project's <br /> impact on pedestrian facilities to a less-than-significant level by adding high <br /> visibility crosswalks along Bay Road that are aligned with the intersecting streets. <br /> These facts are described in Draft EIR chapter 7 (Transportation, Circulation, and <br /> Parking) on pages 7-1 through 7-70, Draft EIR appendix 21.3 (Supplemental <br /> Transportation Information), and Final EIR appendix A (Supplemental Traffic <br /> Information), which are hereby incorporated by reference. <br /> Utilities <br /> Impact: Impact 10-1: Need for Emergency Potable Water Storage. Project <br /> development would require emergency potable water storage per City <br /> requirements. The infrastructure (e.g., water tank and distribution system) <br /> necessary to meet this requirement has not been incorporated as a component <br /> of the proposed project. <br /> Mitigation: Mitigation 10-1. Based on the projected emergency potable water storage <br /> requirement for the proposed project, the project applicant shall contribute the <br /> funds equivalent to the cost of providing 490 equivalent dwelling units (EDU) <br /> ($1.5 million in 2011 dollars) of emergency potable water storage towards the <br /> design and construction of the planned off-site areawide storage facility. <br /> Finding: Implementation of Mitigation 10-1 would reduce the project impact on emergency <br /> potable water storage to a less-than-significant level. <br /> Facts in Support of Finding: Implementation of Mitigation 10-1 would reduce the project <br /> impact on emergency potable water storage to a less-than-significant level <br /> through the applicanYs contribution of approximately $1.5 million (in 2011 dollars) <br /> toward the City's planned off-site areawide storage facility. These facts are <br /> described in Draft EIR chapter 10 (Utilities), section 10.1 (Water), on pages 10-1 <br /> through 10-15, and appendix 21.5 (Supplemental Public Utilities Information), <br /> which are hereby incorporated by reference. <br /> Impact: Impact 10-2: Increased Peak Wastewater Flows in the Local FOSMD <br /> Collection System. It is estimated that the proposed project development site's <br /> peak wastewater flows to the FOSMD sewer system would be approximately 4.5 <br /> times the flow under existing (full occupancy) conditions, from 112 gallons per <br /> minute (gpm) to 627 gpm. Based on information provided by the County <br /> Department of Public Works, it has not yet been confirmed whether the two <br /> existing sewer lines that would carry this increased wastewater flow across the <br /> freeway have sufficient capacity to accommodate such an increase. <br /> Mitigation: Mitigation 10-2. At the time that construction of net new square footage on the <br /> project development site is proposed, the applicant's engineer shall work with <br /> FOSMD and the San Mateo County Engineering Department to verify that the <br /> local FOSMD sewer network, particularly lines 100 and 200, has adequate <br /> ATTY/RES0.2901/STANFORD EIR CERTIFICATION RESO.#15294 <br /> REV:09-10-13 VR MUFF#100 <br /> Page 42 of 55 <br />
