PERIODIC ADJUSTMENT OF OFF-STREET PARKING METER RATES: <br /> Under the authority of California Vehicle Code section 22508, the City Council hereby <br /> adopts the following process for adjusting off-street parking meter rates from time to <br /> time to manage the use and occupancy of the parking spaces for the public benefit in all <br /> off-street parking facilities owned or operated by the City of Redwood City. <br /> A. To accomplish the goal of managing the supply of parking and to make it reasonably <br /> available when and where needed, a target occupancy rate of eighty-five percent <br /> (85%) is hereby established. <br /> B. At least biennially and not more frequently than quarterly, the City Manager shall <br /> survey the average occupancy for each off-street parking facility that has parking <br /> meters. Based on the survey results, the City Manager shall adjust the peak rates up <br /> or down in fifty cent ($0.50) intervals, or the non-peak rates up or down in twenty-five <br /> cent ($0.25) intervals, to seek to achieve the target occupancy rate. Parking meter <br /> rates for off-street parking may be adjusted by parking facility. The base parking <br /> meter rate, and any adjustments to that rate made pursuant to this Resolution, shall <br /> become effective upon the programming of the parking meter for that rate. A current <br /> schedule of ineter rates shall be available at the City Clerk's office. <br /> C. The hourly meter rate for non-peak hours shall not exceed finro dollars ($2.00) without <br /> the express approval of the City Council. <br /> D. Adjustments to the non-peak hourly meter rate above finrenty-five cents ($0.25) and <br /> to the peak hourly meter rate above fifty cents ($.50) shall require the express <br /> approval of the City Council. <br /> 5. PROVISIONS FOR TEMPORARY SUSPENSION OF METER RATES: <br /> A. Parking meter rates shall be suspended and fees shall not be charged nor due and <br /> payable on the following holidays: January 1, Dr. Martin Luther King, Jr. Day (third <br /> Monday in January), Presidents' Day (third Monday in February), Memorial Day (last <br /> Monday in May), July 4, Labor Day (first Monday in September), Veterans Day <br /> (November 11), Thanksgiving Day, and December 25. Additionally, parking meter <br /> fees shall not be charged nor due and payable on the day of the City's Salsa <br /> Festival (or its equivalent festival), or on the day of the City's Hometown Holidays <br /> festival (or its equivalent festival). <br /> B. The City Council may suspend the parking meter rates and the requirement to pay <br /> parking meter fees at additional times and/or days when the Council finds that strict <br /> compliance would not serve the public interest, including but not limited to the use of <br /> public streets and sidewalks for celebrations, special public events, celebration of <br /> holiday seasons and any other such activity or purpose as the City Council in its sole <br /> discretion shall determine. <br /> ATTY/RE50.2973/PARKING RE50.#15338 <br /> REV:04-24-14 VR MUFF#703 <br /> Page 4 of 5 <br />
