05/12/2014 <br /> ORIGINAL <br /> RESOLUTION NO. 15340 <br /> A RESOLUTION OF THE CITY COUNCIL OF REDWOOD CITY <br /> APPROVING A PILOT PROGRAM PURSUANT TO REDWOOD CITY <br /> MUNICIPAL CODE CHAPTER 33A TO AUTHORIZE SIDEWALK <br /> CAFES TO BE LOCATED IN PARKING SPACES <br /> WHEREAS, the City Council desires to institute a pilot program to temporarily <br /> modify the City Sidewalk Cafe concept established in Chapter 33A of the Redwood City <br /> Municipal Code, on a six month trial basis, during which time the benefits of the pilot <br /> program will be evaluated; and <br /> WHEREAS, the current City Sidewalk Cafe Program has been in effect since <br /> 1977; and <br /> WHEREAS, sidewalk cafes are permitted in the core downtown area generally <br /> along Broadway, Main Street, Jefferson Avenue, Middlefield Road and Hamilton Street, <br /> all as described in detail in Section 33A.15 of the Redwood City Municipal Code; and <br /> WHEREAS, these sidewalk cafes have been very successful and contribute to <br /> the enjoyment and use by the public of the City's downtown; and <br /> WHEREAS, the current Sidewalk Cafe Program utilizes only sidewalk areas, this <br /> pilot program would allow up to three applicants, to install sidewalk cafes in one or more <br /> parking spaces in front of restaurants, effectively widening the sidewalk area to <br /> accommodate proposed sidewalk cafes; and <br /> WHEREAS, this City Sidewalk Cafe Pilot Program implements several policies of <br /> the Redwood City General Plan and Downtown Precise Plan, namely: <br /> Downtown Precise Plan Policies: <br /> Maintaining access, human scale, walkability, and the right "feel" for Redwood <br /> City - strongly rooted in its history but alive to the dynamic possibilities of Bay Area <br /> industry and culture. <br /> When considering street and pedestrian design, the Downtown Core street <br /> concept includes: Ensuring that the most significant retail and civic areas are treated in <br /> a way that places the utmost priority on pedestrian comfort, convenience, and safety, as <br /> well as community building.
