. 08/25/2014 ORIGINAL RESOLUTION NO. 15361 RESOLUTION OF THE COUNCIL OF THE CITY OF REDWOOD CITY AUTHORIZING THE INSTALLATION OF STOP SIGNS ON JAMES AVENUE AT ITS INTERSECTION WITH ELWOOD STREET WHEREAS, Section 2B.07, of the California Manual of Uniform Traffic Control Devices, provides the following guidance for Multi-Way Stop Applications: "Guidance - the following criteria should be considered in the engineering study for a multi-way stop sign installation: • The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes." WHEREAS, City staff's investigation has confirmed the existence of this condition at the subject site. WHEREAS, as the lead agency, City of Redwood City has determined that James Avenue and Elwood Street are existing public streets within Redwood City's jurisdiction and qualify for categorical exemption as "Existing Facilities" under the California Environmental Quality Act (CEQA), section 15301: C/ass 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The types of existing facilities itemized below are not intended to be all-inclusive of the types of projects which might fall within Class 1. The key consideration is whether the project involves negligible or no expansion of an existing use. (c) Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety).
