08/25/2014 <br /> WHEREAS, California Code of Regulation, Title 23, Section 865 mandates that <br /> Urban Water Suppliers shall implement the requirements of its Water Shortage <br /> Contingency Plan that impose mandatory restrictions on outdoor irrigation of ornamental <br /> landscapes or turf with potable water; and <br /> WHEREAS, Redwood City's Water Shortage Contingency Plan imposes <br /> mandatory restrictions on outdoor irrigation of ornamental landscapes at Stage 2 of the <br /> plan, which requires that landscapes using potable water be cut back by up to 68%. <br /> NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY AS FOLLOWS: <br /> 1. The following outdoor water use restrictions are hereby adopted, in <br /> compliance with the State Water Resources Control Board's July 15, 2014 emergency <br /> drought regulations (collectively, the "Outdoor Water Use Restrictions"): <br /> a. the application of potable water to outdoor landscapes in a manner <br /> that causes runoff such that water flows onto adjacent property, non-irrigated <br /> areas, private and public walkways, roadways, parking lots or structures is <br /> prohibited; and <br /> b. the use of a hose that dispenses potable water to wash a motor <br /> vehicle, except where the hose is fitted with a shut-off nozzle or device attached <br /> to it that causes it to cease dispensing water immediately when not in use, is <br /> prohibited; and <br /> c.
