09/22/2014 <br /> ORIGINAL <br /> RESOLUTION NO. 15369 <br /> RESOLUTION OF THE COUNCIL OF THE CITY OF REDWOOD <br /> CITY, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO <br /> COMPLETE THE SOUTH BAYSIDE WASTE MANAGEMENT <br /> AUTHORITY'S (SBWMA) DOOR-TO-DOOR HOUSEHOLD <br /> HAZARDOUS WASTE (HHW) APPLICATION FORM AND FOR <br /> THE CITY OF REDWOOD CITY TO PARTICIPATE IN THE <br /> DOOR-TO-DOOR HOUSEHOLD HAZARDOUS WASTE, <br /> UNIVERSAL WASTE, ELECTRONIC SCRAP AND SHARPS <br /> COLLECTION, RECYCLING AND DISPOSAL SERVICES <br /> PROGRAM <br /> WHEREAS, Rethink Waste/South Bayside Waste Management Authority <br /> (SBWMA) is a joint powers authority of twelve public agencies in San Mateo <br /> County, of which Redwood City is a member agency; and <br /> WHEREAS, SBWMA has contracted with a specialized contractor to <br /> create a program for the door-to-door collection, recycling and disposal of <br /> household hazardous waste, universal waste, e-scrap and sharps from member <br /> agencies (the "Program"); and <br /> WHEREAS, the Program will provide for the collection of all types of <br /> household hazardous waste (HHW - cleaning products, pesticides, herbicides, <br /> insecticides, automotive products, painting supplies, solvents, strippers, <br /> adhesives), universal waste (U-Waste - fluorescent lamps, mercury wastes, non- <br /> empty aerosol cans, batteries, cell phones), electronic scrap (E-Scrap - computer <br /> monitors, laptop and desktop computers, TV's, console TV's, projector TV's, flat <br /> screen TV's, computer peripherals (i.e., printers, keyboards, mice), and <br /> consumer electronics), and sharps (e.g., needles, scalpels, blades, broken <br /> (medical) glass, broken capillary tubes, and exposed ends of dental wires) ; and <br /> WHEREAS, it is highly desirable to recycle household hazardous waste, <br /> universal waste, e-scrap and sharps and keep it out of residential garbage cans <br /> and landfills; and <br /> WHEREAS, the estimated Program costs are $5.40 per year per single <br /> family dwelling, $2.40 per year per multi family dwelling, with an estimated total <br /> cost of citywide collection of$122,000 per year; and <br /> WHEREAS, for the City's pilot Program rollout in 2015 calendar year only, <br /> the City will use funds from the Trash Rate Stabilization Account to pay Program <br /> costs as a means to incentivize residents to participate in the Program and to aid <br /> in the expanded recycling and proper disposal of household hazardous waste, <br /> universal waste, e-scrap and sharps in the City; and <br /> ATTY/RESO.3020/CC HOUSEHOLD HAZ WASTE COLLECTION RESO.#15369 <br /> REV:09-11-14 MLG MUFF#803 <br /> Page 1 of 3 <br />
