i
09/21/2015
Section 3. Initial Study/Mitigated Negative Declaration (IS/MND): The City
Council finds that:
a. The IS/MND was prepared in accordance with all legal requirements.
b. Pursuant to CEQA Guidelines Sections 15072 and 15073, a Notice of
Intent to Adopt a Mitigated Negative Declaration was filed with the County
Clerk on July 29, 2015 and posted at various locations on the Project site;
and, a public review period of 20 days was provided.
c. The Planning Commission has reviewed the IS/MND and considered the
information contained therein prior to recommending approval on the
Project.
d. The sports lighting has been reviewed with respect to the California
Environmental Quality Act (CEQA). Pursuant to CEQA Guidelines Section
15074(a), the Planning Commission has considered the Initial
Study/Mitigated Negative Declaration for the project, which concluded that
no significant effects on the environment will result because the mitigation
and standard measures described in the Initial Study are included in the
project to reduce potential impacts to a less than significant level.
e. Based on the whole record, and as set forth in CEQA Guidelines Section
15074(b), there is no substantial evidence that the sports lighting will have
a significant effect on the environment and the Mitigated Negative
Declaration reflects the City's independent judgment and analysis.
f. Pursuant to CEQA Guidelines Section 15074(c), the documents and other
materials that constitute the record of proceedings upon which the City
Council has based its decision are located in and may be obtained from
the Office of the City Clerk at 1017 Middlefield Road, Redwood City,
California. The City Clerk is the custodian of records for all matters before
the City.
Section 4. Approval of the Contract: the City Manager is authorized to
execute an Agreement with O.C. Jones & Sons, Inc. for the Red Morton Park Synthetic
Turf and Tennis Court Renovation Project in the amount of $4,441,700.00, and the City
Manager is authorized to execute an amendment increasing the agreement amount if
necessary, up to 10% of the amount awarded.
Section 5. This Resolution is effective upon its adoption.
, * *
ATTY/RES0.3131/CC RESO RED MORTON RESO.#15444
REV:09-08-15 MLG MUFF#304
