REDWOOD CITY'S IN-LIEU PARKING FEE PROGRAM /� ' In 2006,the City Council of Redwood City approved two actions around in-lieu parking fees. In '! February 2006,the Council adopted an ordinance that established guidelines for a new In-lieu Parking Fee Program. In April 2006,the City Council adopted a resolution establishing the in-lieu `" parking fee of$10,000 per parking space.These two actions offered developers a voluntary option � to pay in-lieu parking fees for developments within the Downtown Parking Zone. ' Section 30.3 of the Zoning Code titled In-Lieu Parking Fee outlines conditions under which the program is currently administered.A developer has the option to pay in-lieu fees for not providing ' the number of parking spaces required by the City codes, if approved by the Zoning Administrator. ' The program guidelines have not changed since its inception. I Current Guidelines � The current program,applicable only to the parcels within the Downtown Parking Zone, has worked ' well under the following parameters,as outlined in Section 30.3. • A developer may opt to pay for as little as one space and up to 100 percent of spaces , required by the zoning code. • The in-lieu fee is set by the City Council and the current fee is$10,000 per space as ' established by a City Council resolution in April 2006.The fee has not been revised since i 2006. • An approval from the Zoning Administrator is required to pay in-lieu fees for each space short of the zoning code requirements. A developer must demonstrate to the satisfaction ' of the Zoning Administrator that at least one of the five conditions identified in Section 30.3 is met.These conditions include challenging site configurations, likely negative impact on pedestrians, lack of need for on-site parking, opportunities for walking from off-site parking � facilities and adequacy of available parking in the immediate vicinity of the development ' site. • If approved by the Zoning Administrator,a developer must pay the in-lieu fee prior to the issuance of a building permit or within 45 days of a request by the City, if a building permit is not required. �� ► • Payment of this fee does not offer y�r any rights of privileges to the 'l•J' developer.All decisions pertaining �' •�' to the use of collected fees are at ,� the sole discretion of the City. . , ,� �� $ ,, �� � r�'F� '►� _ . �`,_ r�+,.
