04/25/2016 <br /> RESOLUTION NO. 15487 <br /> RESOLUTION APPROVING ANNUAL ACTION PLAN OF THE <br /> CONSOLIDATED (2016-2017) AND APPLICATION FOR FEDERAL <br /> ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND <br /> HOME INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT <br /> THE CITY HAS FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION <br /> PLAN; AND AUTHORIZING EXECUTION AND FILING OF ALL <br /> DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2016-2017) <br /> WHEREAS, the Community Development Block Grant (CDBG) Program <br /> authorized pursuant to Title I of the Housing and Community Development Act of 1974 <br /> (P.L. 93-383), as amended ("the Act"), requires that jurisdictions receiving federal funds <br /> develop a Consolidated Plan and provide for the issuance of grants in order to attain the <br /> objective of the development of viable urban communities, by providing decent housing <br /> and a suitable living environment and expanding economic opportunities, principally for <br /> persons of low or moderate income; and <br /> WHEREAS, there has been presented to, and reviewed by this Council, a <br /> Consolidated Plan, Annual Action Plan (the "Application"") and an application to the <br /> United States Department of Housing and Urban Development for a Community <br /> Development Block Grant (the "Application") in the amount of approximately Six <br /> Hundred Seventy Eight Thousand Eight Hundred Ninety Seven Dollars ($678,897) and <br /> Home Investment Partnership Program (HOME) funds in the amount of Two Hundred <br /> Twelve Thousand Three Hundred Ten Dollars ($212,310) for the period of July 1, 2016 <br /> through June 30, 2017; and <br /> WHEREAS, there has been prepared by the Planning Manager a Notice of <br /> Determination determining that the proposed CDBG & HOME Programs and approval of <br /> the Consolidated Plan, as set forth in the Application, are exempt from the requirements <br /> of NEPA and CEQA as a ministerial project and do not have a significant effect on the <br /> environment, and a notice of such determination has been filed with the County Clerk of <br /> San Mateo County; and <br /> WHEREAS, an Executive Summary and a 30-day Request for Citizen Comments <br /> on the draft plans have been published for citizen comment prior to forwarding the <br /> documents to Council for approval; and <br /> Page i of 2 <br /> ATTY/RE50.0031/CC RE50 ANNUAL ACTION PLAN OF THE CONSOLIDATED(2016-2017)AND APPLICATION FOR fEDERAL <br /> ASSISTANCE RESO#15487 <br /> REV:04-14-16 VR MUFF#454 <br />
