04/25/2016 <br /> 2. The City of Redwood City is the lead agency under the <br /> California Environmental Quality Act (CEQA) for preparing the IS/MND, and the <br /> City Council is the entity with final decision-making authority with regard to <br /> approval of the Project. <br /> 3. The City Council finds that the IS/MND for the Project was <br /> presented to the City Council, that the IS/MND was prepared, published, circulated, <br /> reviewed and completed in full compliance with State law and CEQA Guidelines, <br /> that there was adequate public review of the IS/MND, that it has considered the <br /> IS/MND and all comments on the IS/MND, that the IS/MND constitutes an <br /> adequate, accurate, objective, and complete review of the environmental effects of <br /> the Undercrossing Project , and that the IS/MND reflects the independent judgment <br /> and analysis of the City Council and the City of Redwood City. <br /> 4. Pursuant to Section 15074 of the State CEQA Guidelines, <br /> the City Council finds, on the basis of the whole record before it, including but not <br /> limited to the IS/MND and the comments received thereon, that there is no <br /> substantial evidence that the Project, as mitigated, will have a significant effect on <br /> the environment. Changes or alterations have been required in, or incorporated <br /> into, the project which avoid or substantially lessen the significant environmental <br /> effects as identified in the IS/MND. <br /> 5. Pursuant to Section 15074 of the State CEQA Guidelines, the <br /> documents and other materials that constitute the record of proceedings upon <br /> which the City Council based its decision are located in and may be obtained from <br /> the Office of the City Clerk at City Hall, 1017 Middlefield Road, Redwood City, <br /> California. The City Clerk is the custodian of records for all matters before the City. <br /> - B. On the basis of the whole record before it, the City Council hereby <br /> adopts the IS/MND and MMRP and approves Undercrossing Project design. <br /> C.
