05/09/2016 <br /> 14. Appeal: <br /> a. Filing of Appeal: An Unauthorized Berthing may be appealed to the <br /> City Manager (or his/her designee) no later than seven (7) days <br /> following the first Unauthorized Berthing Notice being affixed to the <br /> Boat. <br /> Scope: The scope of an appeal will be limited to (1) whether the Boat <br /> was properly deemed an Unauthorized Berthing; and/or (2) whether <br /> fees or costs associated with the Unauthorized Berthing have been <br /> correctly calculated under this Policy. <br /> b. Final Decision: A determination of the City Manager (or his/her <br /> designee) on any appeal under this Policy is final and without further <br /> right of appeal to City. <br /> 15.
