06/13/2016 <br /> RESOLUTION NO. 15499 <br /> RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br /> CITY ADOPTING THE 2015 URBAN WATER MANAGEMENT PLAN TO <br /> BE SUBMITTED TO THE CALIFORNIA DEPARMENT OF RESOURCES <br /> WHEREAS, the California Legislature has enacted the Urban Water Management <br /> Planning Act, California Water Code Sections 10610-10656, as amended, which requires <br /> every urban water supplier providing water to more than 3,000 customers or supplying <br /> more than 3,000 acre feet of water annually to prepare an Urban Water Management <br /> Plan ("Plan") that has as its primary objective the conservation and efficient use of water; <br /> and <br /> WHEREAS, the City of Redwood City("City"), a municipal utility and chartered city, <br /> is an urban supplier providing water to a population over 87,000 and supplying more than <br /> 3,000 acre -feet of water annually; and <br /> WHEREAS, the Plan must be reviewed at least once every five years by the City, <br /> which must amend the Plan, as necessary, after it has conducted a review; and <br /> WHEREAS, Public Works Services has prepared Redwood City's 2015 Urban <br /> Water Management Plan pursuant to the State of California's Urban Water Management <br /> Planning Act; and <br /> WHEREAS, the Plan must be adopted after it is first made publicly available for <br /> public inspection and a public hearing is noticed and held, and it must be filed with the <br /> California Department of Water Resources within thirty days of adoption, and by July 1, <br /> 2016; and <br /> WHEREAS, the Plan will facilitate local and regional water planning activities and <br /> support the City's long-term water resource planning goals; and <br /> WHEREAS, the active involvement of diverse social, cultural, and economic <br /> elements of the population within the service area prior to and during preparation of the <br /> Plan was encouraged through public outreach pursuant to Section 10642; and <br /> WHEREAS, local water retailers, public agencies, and special interest groups were <br /> also notified of the City's intent to prepare a 2015 Urban Water Management Plan; and <br /> WHEREAS, a public workshop was held on April 27, 2016, to receive input on the <br /> preparation of the Plan; and <br /> WHEREAS, the California legislature enacted the Water Conservation Act of 2009 <br /> (SBX7-7), which requires a public hearing to discuss the method of determining urban <br /> water use targets and the impacts to the local economy from meeting said requirements; <br /> and <br /> ATTY/RES0.0048/CC RESO ADOPTING THE 2015 URBAN WATER MANAGEMENT PLAN RESO.
