NO. 15515 <br />REV: 07-15-16 VR MUFF NO. 603 <br />Page 5 of 22 <br />certified EIR, nor are there any potentially significant off-site impacts or <br />cumulative impacts that were not already identified and analyzed in the <br />certified EIR, nor is there any new information which was not known at the <br />time of the certification of the EIR that identifies any significant effects <br />which will have a more severe adverse impact than discussed in the <br />certified EIR. Further, as set forth in subdivision (d) of CEQA Guidelines <br />section 15183, the proposed Project is consistent with the DTPP, and an <br />EIR was prepared for the DTPP. <br /> <br />f. Pursuant to Guidelines section 15091(e), the documents and other <br />materials that constitute the record of proceedings upon which the <br />Planning Commission has based its decision are located in and may be <br />obtained from the Office of the City Clerk at 1017 Middlefield Road, <br />Redwood City, California. The City Clerk is the custodian of records for all <br />matters before the City. <br /> <br />Section 3. Downtown Planned Community Permit DPC2015-009: In the <br />exercise of its independent judgment, the City Council finds that: <br /> <br />a. The Project and improvements proposed by Downtown Planned <br />Community permit DPC2015-009 are consistent with, conform to the intent <br />of, and will appropriately implement the Downtown Precise Plan for the <br />603 Jefferson Avenue project; and <br /> <br />b. The establishment, maintenance and operation of the project and <br />improvements proposed by Downtown Planned Community permit <br />DPC2015-009 will not, under the circumstances of this particular case, be <br />detrimental to the health, safety peace, morals, or general welfare of <br />persons residing or working in the neighborhood of the project, or be <br />detrimental or injurious to property or improvements in the neighborhood <br />of the project, or to the general welfare of the City, because the project <br />has been found to be consistent with the community goals established in <br />the City's General Plan and Zoning Ordinance; and <br /> <br />c. The Project and improvements comply fully with all applicable standards <br />of the DTPP; and <br /> <br />d. The Project and improvements comply with all but five (5) Guidelines of <br />the DTPP. The aspects of the Project which do not conform to the <br />Guidelines of the DTPP (which are recommended, not mandatory) <br />nonetheless adequately promote the overall intent of the DTPP. <br />
