, � _. ___ __._ <br /> designee, shall decide whether to forward the proposal for further review or <br /> to decline further City consideration of the proposed monument based upon <br /> considerations consistent with this policy. If the City Manager's decision is <br /> to conduct further review of the proposal, the City Manager or his or her <br /> designee shall refer the proposal to the appropriate department for review <br /> as detailed in 3.3. <br /> 3.3. If further review is warranted, the department shall prepare a report for City <br /> Manager consideration, in conjunction with other departments such as the <br /> Parks, Recreation, and Community Services and Public Works <br /> departments. Following review of the report, if the City Manager or his or <br /> her designee intends to present the proposed monument to the City <br /> Council, the department shall consult with the City commission most closely <br /> associated with the proposed site of the Monument, if any. The commission <br /> shall review the proposed monument and submit an advisory <br /> recommendation to the City Council regarding its recommendation based <br /> upon the factors set forth in this policy and the review criteria as detailed <br /> below in Section 5. If commission review is unnecessary, then the City <br /> Manager shall submit the recommendation directly to City Council. If the <br /> City Manager decides to forward the proposal for Council review, the Clerk <br /> shall notify the proposer of the date for Council consideration and/or for the <br /> subsequent action by City Council. <br /> 3.4. The City Council shall have final approval of a City project to design and <br /> construct a monument, or to accept a donated monument. The City Council <br /> shall consider the commission's recommendation, if applicable, and the City <br /> Manager's report in evaluating whether to approve the monument. <br /> 3.5. All required environmental review shall be approved by the City's planning <br /> department before the City commits to installing a monument. The <br /> monument shall be consistent with adopted City master plans. <br /> 3.6. Final approval shall be made by the City Council after any necessary <br /> approvals from Boards and/or Commissions have first been obtained. <br /> 3.7. The City shall only proceed with the design, fabrication, and installation of <br /> a Monument after completion of the review process and City Council <br /> approval of the monument. <br /> 3.8. The final location of the monument shall be determined by the City Manager <br /> with approval by the City Council. <br /> 3.9. After the City's acceptance of a monument and subject to City's explicit <br /> approval of installation of the monument upon City property, title to the <br /> monument shall vest with City and the City may remove, relocate, and shall <br /> otherwise have sole control over the monument. <br /> - 2 - <br />
