11/07/2016 <br /> Policy BE-31.3: Encourage development that minimize vehicle trips and vehicle <br /> miles traveled. <br /> Policy BE-32.5: Encourage emerging industries and businesses. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br /> OF REDWOOD CITY AS FOLLOWS: <br /> 1. The above recitals constitute findings of the City Council and are hereby <br /> incorporated into this resolution. <br /> 2. As the lead agency, the City of Redwood City has determined that the <br /> actions proposed in this Resolution are considered Categorically Exempt pursuant to <br /> Section 15305, Class 5 of the California Environmental Quality Act (CEQA) Guidelines. <br /> Class 5, Minor Alterations in Land Use Limitations, includes alterations in land use <br /> limitations in areas with average slope of less than 20%, which do not result in any <br /> changes in land use or density. <br /> 3. The City Council of the City of Redwood City hereby approves the Pilot <br /> Program for a nine (9) month trial period subject to terms and conditions set forth in a <br /> temporary PDD permit. The terms and conditions for a PDD permit are set forth in Exhibit <br /> A, which is attached hereto and incorporated herein by reference. No individual, <br /> corporation, partnership, limited liability company, or other entity may operate PDDs on <br /> sidewalks, crosswalks, and public thoroughfares without a PDD permit. <br /> 4. The City Council of the City of Redwood City hereby authorizes the City <br /> Manager to issue a PDD Permit to Starship Technologies, Inc. <br /> 5. One Personal Delivery Permit shall be issued as part of this Pilot Program. <br /> 6. At the end of the nine months, staff shall evaluate the pilot program and <br /> recommend to the City Council whether this program should be continued, expanded, or <br /> terminated. <br /> 7. Subject to the foregoing, the City may at its sole option freely revoke and <br /> terminate this program at any time without cause or liability, and without any obligation to <br /> pay any consideration to any PDD Operator.
