Claims the City violated the City Charter; City Council lacks jurisdiction over Docktown; the Board of Port Commissioners has jurisdiction over Docktown. The City Council has jurisdiction over Docktown pursuant to ordinances and resolutions adopted by the City Council and the Port Board.
