Downtown TDM — A final Transportation Demand Management (TDM) program, <br />describing the elements to be implemented, shall be reviewed and approved prior <br />to certificate of building occupancy. The TDM program shall include an annual <br />reporting requirement for the first three years that details overnight parking <br />utilization rates and resident use and awareness of the program. Annual reporting <br />shall begin on December 1 of each year. [COA][ENGINEERING] <br />81. Notice of Right to Operations — Provide a "Notice of Right to Downtown <br />Operations" to all tenants prior to execution of any lease per DTPP Section 2.2.6. <br />[SDR][PLANNING] <br />82. Window Visibility — Ground floor windows for non-residential uses shall provide <br />an unobstructed view into the building of at least 20 feet. [SDR][PLANNING] <br />83. Scaled Model — Upon issuance of building permits, provide a scaled model of the <br />project per the City's specifications or adequate funds to build the model for the <br />City's use. Signs — Future signs require a separate sign permit and shall conform to the <br />requirements of the Downtown Precise Plan and Chapter 3 of the Municipal Code. <br />[SDR][PLANNING] <br />Plannina Commission Conditions <br />85. Resident Parking — All residents shall park their vehicles on the project site within <br />their designated parking areas. No on -street resident parking is permitted. The <br />residential CC&Rs shall include a provision to this effect. [COA][PLANNING <br />COMMISSION] <br />86. Architectural Review — Applicant shall submit revised drawings with architectural <br />enhancement of the smooth finish, grey plaster walls on the east and south <br />elevations for architectural review. Exterior Materials — The exterior materials, colors, textures, trim elements, <br />windows and roof pitch of the project shall be consistent throughout and <br />substantially conform to the colors and materials board, date received March 21, <br />2016, on file with Planning Services. [COA][PLANNING] <br />88. Review of Modifications - Modifications to the approved plans require Planning <br />review and approval prior to building permit issuance. Substantial modification of <br />approved plans, as determined by the Zoning Administrator, may be subject to an <br />amendment or a new Permit.
