01/23/2017 <br />WHEREAS, Section 18.65 of the Redwood City Municipal Code requires the City <br />Council to hold a Public Hearing before approving a General Plan and Amendment, and <br />Section 18.67 of the Redwood City Municipal Code requires that amendments to the <br />General Plan be by resolution of the City Council; and <br />WHEREAS, on January 23, 2017, the City Council conducted a public hearing, in <br />accordance with all applicable requirements of the State Planning and Zoning Law, the <br />Redwood City Municipal Code and the Redwood City Zoning Ordinance to consider the <br />General Plan Amendment; and <br />WHEREAS, the City Council has determined that the proposed General Plan Map <br />Amendment would further the purposes of and appropriately implement the City of <br />Redwood City General Plan, and applicable provisions of the Redwood City Municipal <br />Code and Zoning Ordinance. <br />NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />Section 1. The City Council finds that the above recitals are accurate and <br />constitute findings in this matter and, together with the staff report and the application <br />materials, including without limitation the Initial Study/Mitigated Negative Declaration <br />(MND), development plan, and all other documents, reports, studies, memoranda, maps, <br />oral and written testimony, and materials in the City's file for the applications and the <br />Project, and all adopted City planning documents relating to the Project and the property <br />including the City's General Plan, Municipal Code, Zoning Ordinance, and other <br />applicable City laws and regulations, and all associated approved and certified <br />environmental documents, have together served as an adequate and appropriate <br />evidentiary basis for the findings and actions set forth in this Resolution. <br />Section 2. The City Council finds that the General Plan Amendment to designate <br />a portion of Sandpiper Park Public Facility (PF) for the pump station and shared use of a <br />new Sandpiper School classroom building, is consistent with the following General Plan <br />policies: <br />• Goal BE -1: achieve complete and integrated neighborhoods, corridors and <br />centers. <br />The General Plan amendment to Public Facility would provide an opportunity to serve <br />middle school children within the Redwood Shores neighborhood. <br />• Policy BE -1.4: require that buildings and properties be designed to ensure <br />compatibility within and provide interfaces between neighborhoods, corridors, and <br />centers. <br />The School District has presented a well-designed two-story building that is compatible <br />with the architectural character of the existing Sandpiper Community Center and is <br />ATTY/RESO.0008/CC RESOADOPTING THE APPROVAL OF THE GENERAL PLAN-SANDP I PER SCHOOL RESO.
