04/03/2017 <br />Further, as discussed in the IS Checklist, there are no environmental <br />effects which are peculiar to the project or its site, nor are there any new <br />significant effects that were not already identified and analyzed in the <br />certified EIR, nor are there any potentially significant off-site impacts or <br />cumulative impacts that were not already identified and analyzed in the <br />certified EIR, nor is there any new information which was not known at the <br />time of the certification of the EIR that identifies any significant effects <br />which will have a more severe adverse impact than discussed in the <br />certified EIR. Further, as set forth in subdivision (d) of CEQA Guidelines <br />section 15183, the proposed Project is consistent with the DTPP, and an <br />EIR was prepared for the DTPP. <br />f. As set forth in CEQA Guidelines section 15183.3, the Project site is <br />substantially surrounded by urban uses and is currently developed for <br />commercial and office use; it is also surrounded by developed sites on at <br />least 75% of its perimeter. The Project satisfies the applicable <br />performance standards of CEQA Guidelines Appendix M, and the Project <br />is consistent with the general use designation, density, building intensity, <br />and applicable policies specified for the project area in the applicable <br />Sustainable Communities Strategy, in this case Plan Bay Area. See <br />Exhibit A to the IS Checklist for further analysis. <br />g. Pursuant to Guidelines section 15091(e), the documents and other <br />materials that constitute the record of proceedings upon which the <br />Planning Commission has based its decision are located in and may be <br />obtained from the Office of the City Clerk at 1017 Middlefield Road, <br />Redwood City, California. The City Clerk is the custodian of records for all <br />matters before the City. <br />Section 3. Downtown Planned Community Permit DPC2015-12: In the <br />exercise of its independent judgment, the City Council finds that: <br />a. The Project and improvements proposed by Downtown Planned <br />Community Permit DPC2015-12 are consistent with, conform to the intent <br />of, and will appropriately implement the Downtown Precise Plan for the <br />1409 EI Camino Real project; and <br />b.
