05/08/2017 <br />the independent judgment and analysis of the City Council. The City Council further certifies that <br />it has reviewed and considered the information in the FEIR. <br />4. The City Council finds that the information added in the FEIR does not constitute <br />significant new information requiring recirculation, but rather that additional information clarifies <br />or amplifies an adequate EIR. <br />5. The City Council finds that certain comments on the DEIR could be characterized <br />as requests for additional mitigation measures. With respect to suggested mitigation measures <br />that were not added to the FEIR, the City Council recommends that the City Council adopt and <br />incorporate by reference the reasons setforth in the responses to comments contained in the FEIR <br />as its grounds for rejecting adoption of these mitigation measures. <br />6. Pursuant to CEQA section 21081.6 and CEQA Guidelines section 15091, and in <br />support of its selection of the Hillside Alternative Project, the City Council has reviewed and <br />considered the CEQA Findings of Factfor the Hillside Alternative Project, attached hereto as Exhibit <br />A and incorporated herein by reference, finds that such Findings of Fact are supported by <br />substantial evidence. <br />7. Pursuant to CEQA Section 21081.6 and CEQA Guidelines section 15091 and in <br />support of its approval of the Project the City Council has reviewed and considered the Mitigation <br />Monitoring and Reporting Program that requires all mitigation measures described in the FOR <br />be implemented by means of Project conditions, agreements or other measures, as set forth in <br />the Mitigation Monitoring and Reporting Program, attached hereto as Exhibit B and incorporated <br />herein by reference. <br />8. The City Council hereby certifies the Final EIR for the Hillside Alternative Project and <br />adopts the Mitigation Monitoring and Reporting Program. <br />9. The City Council directs the City's Community Development Department to file a <br />notice of determination with the County Clerk of San Mateo County upon selection of the Hillside <br />Alternative Project. <br />10. Pursuant to CEQA Guidelines section 15091(e), the documents and other materials <br />that constitute the record of proceedings upon which the City Council has based its <br />determinations are located in and may be obtained from the Office of the City Clerk at 1017 <br />Middlefield Road Redwood City California The City Clerk is the custodian of records for all <br />matters before the City. <br />11. The City Council directs the City Manager or designee to proceed with the Hillside <br />Alternative Project, including if necessary directing the preparation of additional design and <br />construction specifications, and conducting a solicitation for written bids for the Hillside Alternative <br />Project, before returning to the City Council for a contract award. <br />12.
