Exhibit B <br />Planning Division Cost Recovery Policy <br />Cost Recovery Policy for Planning Applications <br />Date: <br />The following policy shall govern cost recovery for the processing of planning -related <br />applications. <br />A. Required Application Deposits and Fees — Applicants for certain planning <br />projects shall pay a deposit and/or fee to the City to cover the City's costs for <br />processing such applications. This Policy shall apply to all planning permits and <br />services set by resolution of the City Council. <br />B. Definitions — For the purpose of this policy, the following definitions apply: <br />"Deposit" shall be the amount required to be submitted with the planning <br />application for purposes of and using the procedure for collection as defined in <br />Section C of this Policy. <br />"Fee" shall be the amount required to be submitted with the planning application <br />for purposes of and using the procedure for collection as defined in Section C of <br />this Policy. <br />"Fully Burdened Hourly Rate" The hourly rate by which Planners and other City <br />employees in support of administering a project shall bill time against a Deposit. <br />The Fully Burdened Hourly Rate shall include the hourly rates for each position <br />attributable to direct costs, city-wide overhead, and departmental overhead. The <br />Fully Burdened Hourly Rate may also include the hourly rate that is attributable to <br />general and administrative costs where relevant to administering a project. <br />"General Fund" The City General Fund used for general City operations <br />"Planner" Any Planner performing work on the project. <br />C. Deposit and Fee Amounts — The amount of any required Deposit or Fee shall be <br />adopted by a resolution of the City Council. The City shall not process or perform <br />work on the application until the required Deposit or Fee payment has been <br />collected. <br />1. Deposits <br />Amount - The Deposit is the amount required to be submitted with <br />the planning application by which Planners and other City <br />employees in support of administering the project shall bill time and <br />materials to the project to recover the costs associated with <br />administering the permit.
