06/26/2017 <br />4. Commencing on July 1, 2018 and on July 1 of each fiscal year thereafter, <br />the Proposed Fees, otherthan the fees for electric vehicle charging stations, <br />shall be administratively revised and increased annually by a factor equal <br />to the net change in City salaries and benefits costs for that fiscal year. Such <br />net change is measured by comparing the total budgeted City salary and <br />benefit costs for the fiscal year in which the change is to become effective <br />to the total budgeted City salary and benefit costs for the prior fiscal year. <br />Notwithstanding the foregoing, in no event shall the annual administrative <br />revision described in this Section apply to any fees and charges established <br />by other agencies or as otherwise may be prohibited by applicable law. <br />5. The fees set forth in Section 1 of Resolution 15243 are hereby superseded. <br />6. Section 5 of Resolution 15381 is hereby superseded in its entirety. <br />7. If there are any conflicts between the fees adopted in this resolution and <br />fees adopted by any prior resolution or fee schedule, the fees adopted <br />pursuant to this resolution shall take control. <br />8. This activity is not a project under the California Environmental Quality Act <br />(CEQA) as defined in CEQA Guidelines, Section 15378, because it has no <br />potential for resulting in either a direct or a reasonably foreseeable indirect <br />physical change in the environment. <br />9.
