07/24/2017 <br />RESOLUTION NO. 15609 <br />A RESOLUTION OF THE COUNCIL OF THE CITY OF REDWOOD CITY <br />AUTHORIZING THE INSTALLATION OF ONE NEW SPEED HUMP ON <br />FERNSIDE STREET BETWEEN MCGARVEY AND ROOSEVELT <br />AVENUES AND REPLACEMENT OF THE TWO TEMPORARY SPEED <br />HUMPS ON FERNSIDE STREET BETWEEN CARSON AND GOODWIN <br />STREETS WITH PERMANENT SPEED HUMPS <br />WHEREAS, the City of Redwood City Policy and Guidelines for Residential Traffic <br />Calming (the "Guidelines") state the following Objectives: <br />• To promote safe and pleasant conditions for people who live, walk, bike, <br />and drive on neighborhood streets, <br />To reduce the average speed of traffic on local neighborhood streets, <br />• To reduce the amount of cut -through traffic on local neighborhood streets, <br />• To preserve and enhance walking and biking access to neighborhood <br />destinations, <br />• To facilitate resident involvement in neighborhood traffic management <br />activities, <br />WHEREAS, the Guidelines also state the following Policies: <br />Through -traffic should be routed to the major roadways, whenever possible <br />(to reduce the average speed of traffic on local neighborhood streets) <br />• The amount of rerouted traffic that is acceptable as a result of a traffic <br />calming project should be defined on a project -by -project basis <br />• Emergency vehicle access must be preserved <br />• Each traffic calming measure will be planned and designed in conformance <br />with sound engineering and planning practices <br />• Uniform procedures will be followed in the processing and prioritization of <br />neighborhood traffic calming requests <br />WHEREAS, an engineering study performed to evaluate conformance to these <br />objectives has determined no alternative measures are more appropriate to address the <br />identified traffic concerns, and that installation of speed humps is compatible with the <br />overall traffic considerations for the area; and <br />WHEREAS, the investigation of City staff has confirmed the existence of these <br />conditions at the subject site; and <br />WHEREAS, as the lead agency, the City has determined that the proposed project <br />qualifies for a categorical exemption as a minor alteration to an existing facility under <br />California Environmental Quality Act (CEQA) Guidelines Section 15301. <br />Page 1 of 2 <br />REV: 07-17-17 PR RESO.
