09/11/2017 <br />will undermine the ability of existing industrial uses in the area to expand thereby <br />shrinking opportunities for diverse employment uses and undermining a diverse and <br />healthy economy as well as existing production, distribution and repair business uses; <br />limit the safe and efficient movement of goods to support local commerce and industry <br />by increasing automobile and pedestrian traffic in an area that must accommodate <br />large and frequent truck deliveries; and introduce potential conflicts between the <br />unloading of trucks and pedestrian traffic including small children and their caregivers: <br />GOAL BE -19: Provide areas for diverse employment and business opportunities <br />with optimum commute access. <br />GOAL BE -30: Provide for safe and efficient movement of goods to support <br />commerce and industry. <br />POLICY BE -30-2: Minimize potential conflicts between truck loading and <br />unloading and pedestrian, bicycle and transit access and circulation. <br />GOAL BE -32: Strive for and maintain a diverse and healthy economy. <br />POLICY BE -32-3: Support the continuance of existing and the establishment of <br />new production, distribution and repair services businesses uses by minimizing the <br />potential for conflicts from surrounding land uses. <br />POLICY BE -35-2: Strive to be as responsive to small business development as <br />possible. <br />b. The proposed use is not compatible with surrounding uses for the <br />reasons stated above and because the project has the potential to impact street <br />parking in the area as adequate on-site parking for parents and special events has not <br />been provided and the drop off and pick up operations may spill over into the street <br />and impede business traffic in the area. <br />C. The proposed use may be detrimental to the public health and safety for <br />the reasons set forth above as the school will accommodate young school aged <br />children in close proximity to light industrial businesses. <br />d. The proposed use and facilities will adversely affect or conflict with <br />adjacent uses or impede the normal development of surrounding property for the <br />reasons set forth in this resolution. <br />e. Adequate public and private facilities such as parking spaces and traffic <br />circulation measures may not be provided for the proposed use for the reasons set <br />forth in this resolution. <br />f.
