CHAPTER 3 | HOUSING <br />51 <br />GOAL <br />• Ensure that those living near El Camino Real experience benefits from new investment and improvements <br />on the Corridor, and that any impacts to existing neighbors are identified and mitigated appropriately. <br />StRAteGIeS <br />3J Direct some portion of funds collected from new <br />development projects through community ben- <br />efits/Partnership Redwood City to improvements <br />or facilities that benefit the neighborhood adjacent <br />to the project. Community benefits may also be <br />conferred in the form of direct improvements to <br />the neighborhood, rather than through payment of <br />development impact fees (e.g. installation of traffic <br />calming features, a publicly accessible open space, <br />childcare, etc.). <br />3K Utilize visual treatment at neighborhood entries to <br />calm traffic, including trees, gates, signage, speed <br />humps, paving treatments, etc. <br />3L Extend the residential parking permit program to <br />protect neighborhoods from overspill parking from <br />the Corridor, as needed. <br />3M Work with El Camino Real property owners to en- <br />courage leasing of commercial space to businesses <br />or services that meet a demonstrated community <br />need. <br />3N Continue to require adequate transitions between <br />new development on the Corridor and the residen- <br />tial areas that immediately abut the commercial and <br />mixed use zones through: <br /> -Requiring adequate rear setbacks where commer- <br />cial and mixed-use Corridor parcels abut residen- <br />tial uses and residentially-zoned areas <br /> -Requiring substantial landscaping and/or screen- <br />ing to soften the visual impact of property lines <br />that abut residential districts. <br /> -Requiring that parking and loading locations be <br />screened from abutting residential districts by a <br />wall, hedge, trellis, and/or landscaping. <br /> -Limiting commercial loading and solid waste ser- <br />vice to specific times of day. <br /> -For certain conditional uses, limiting allowable <br />hours of operation for commercial uses that may <br />conflict with adjacent residential areas (such as <br />bars and entertainment venues) <br />Development Standards for transitions <br />between Commercial and Residential Uses
