Imported Fill Material (2001 or most recent version) as outlined in the Regional <br />Water Board -Approved Response Plan. Fill testing shall be performed by a <br />qualified environmental professional and demonstrated to meet the appropriate <br />threshold criteria. The results of the testing shall be submitted to the Regional <br />Water Board for review and approval prior to importing of fill material and <br />surcharging materials to the project site or re -use of material generated from the <br />project site. <br />The contractor shall prepare a Waste Disposal and Hazardous Materials <br />Transportation Plan, which shall be submitted to the City prior to any demolition <br />and construction activities. This plan shall describe the analytical methods for <br />characterizing wastes and the handling methods required to minimize the <br />potential for exposure, and shall establish procedures for the safe storage of <br />contaminated materials and stockpiling of soils. The required disposal method for <br />contaminated materials, the approved disposal site, and specific routes used for <br />transport of wastes to and from the project site shall be indicated. <br />• Hazardous materials and wastes generated during demolition, grading, and <br />trenching activities, shall be removed, managed, and disposed of in accordance <br />with applicable regulations. <br />The requirements of the Response Plan listed above shall be performed during <br />all intrusive construction activities performed for the proposed project that involve <br />work below the current ground surface elevation, including after the completion of <br />soil remediation activities proposed in the Response Plan. <br />Finding: Implementation of Mitigation Measure HAZ-1 would reduce the project - <br />related impact to accidental release of hazardous materials and/or the disturbance and <br />reuse of soil potentially impacted with hazardous materials to a less -than -significant level. <br />Facts in Supaort of Finding: This mitigation measure appropriately identifies the <br />process for preparation of a Response Plan, the requirements for the activities that shall be <br />included, and the requirement that the Response Plan be reviewed and approved by the <br />Regional Water Board. <br />Impact HAZ-2: Construction of the proposed project and the project variant could <br />result in accidental releases of hazardous building materials that could result in impacts to <br />construction workers, the public, and/or the environment. <br />Mitigation HAZ-2: Prior to demolition activities, a Hazardous Building Materials <br />Survey (HBMS) shall be performed by an appropriately certified environmental professional <br />which shall identify whether ACMs, PCBs, LBP, or other hazardous materials are present in <br />the existing structures on the project site. Specification for the abatement and disposal of <br />identified hazardous materials in accordance with applicable regulations shall be prepared <br />by an appropriately certified environmental professional. The HBMS and abatement <br />specifications shall be submitted to and approved by the City prior to the start of abatement <br />activities. Abatement activities shall be performed by appropriately certified personnel in <br />accordance with all applicable laws and regulations and documented in a Closeout Report <br />prepared by an environmental professional who shall oversee the abatement activities.
