adequacy prior to its implementation. Mitigation measures proposed in the Treatment Plan <br />may include, but would not be limited to, recording the archaeological deposit, data recovery <br />and laboratory analysis of recovered archaeological materials, and public outreach. No <br />project ground disturbance shall occur within at least 25 feet of an archaeological historical <br />resource until a qualified archaeologist records and removes the deposit, consistent with the <br />provisions of the Treatment Plan. The applicant shall be responsible for funding <br />implementation of appropriate mitigation measures, and the City shall be responsible for <br />monitoring implementation of the mitigation measures. <br />Upon completion of the selected mitigations, a report documenting the methods and findings <br />shall be prepared and submitted to the City for review, which shall ensure that the provisions <br />of the Treatment Plan have been met. The final report shall be submitted to the Northwest <br />Information Center at Sonoma State University. Significant archaeological materials shall be <br />submitted to an appropriate local curation facility and used for future research and public <br />interpretive displays, as appropriate. <br />CUL -2c: Should an archaeological deposit be encountered during project <br />subsurface construction activities when an archaeological monitor is not on site, all ground - <br />disturbing activities within 25 feet shall be redirected and a qualified archaeologist meeting <br />the Secretary of the Interior's Professional Qualifications Standards for Historic Archeology <br />contacted to assess the situation, determine if the deposit qualifies as a historical resource, <br />consult with agencies as appropriate, and make recommendations for the treatment of the <br />discovery. If the deposit is found to be significant (i.e., eligible for listing in the California <br />Register of Historical Resources), the applicant shall be responsible for funding and <br />implementing appropriate mitigation measures. Mitigation measures may include recordation <br />of the archaeological deposit, data recovery and analysis, and public outreach regarding the <br />scientific and cultural importance of the discovery. Upon completion of the selected <br />mitigations, a report documenting methods, findings, and recommendations shall be <br />prepared and submitted to the City for review, and the final report shall be submitted to the <br />Northwest Information Center at Sonoma State University. Significant archaeological <br />materials shall be submitted to an appropriate local curation facility and used for future <br />research and public interpretive displays, as appropriate. <br />Finding: Implementation of Mitigation Measures CUL -2a, CUL -2b and CUL -2-c <br />would reduce project -related impacts to archaeological deposits and historic -period <br />archaeological deposits to a less -than -significant level. <br />Facts in Support of Finding: These mitigation measures establish processes in line <br />with best management practices to alert construction contractors to the sensitivity of the <br />project site to for buried archaeological deposits, for monitoring by an archaeologist during <br />subsurface construction, and for an action plan should archaeological deposits be found. <br />TRANSPORTATION AND CIRCULATION <br />Impact TRA -1: Development of the proposed project and the project variant would <br />add traffic to BroadwayMoodside Road (SR 84)/US 101 Southbound Off -Ramp <br />(Intersection #6), which currently operates at LOS F in the AM peak hour under Existing <br />conditions, and would increase vehicle delay at this intersection by more than the five - <br />seconds. <br />Mitigation TRA -1: The project applicant shall pay to retime and optimize the traffic <br />signals at Broadway/Woodside Road (SR 84)/US 101 Southbound Off -Ramp.
