A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY DENYING THE APPEAL AND APPROVING A PLANNED COMMUNITY PERMIT, DENSITY BONUS INCLUIDNG A HEIGHT CONCESSION, AND AFFORDABLE HOUSING PLAN FOR 353 MAIN STREET PURSUANT TO THE CITY OF REDWOOD CITY'S NORTH MAIN STREET PRECISE PLAN, AND FINDING THAT SAID APPROVALS ARE EXEMPT FROM THE REQUIREMENTS OF THE CALIFORNIA ENVIRONMENTAL QUALITY ACT

conducted for roosting bats. The survey shall be conducted by a qualified <br />bat biologist (i.e., a biologist holding a CDFG collecting permit and a <br />Memorandum of Understanding with CDFG allowing the biologist to <br />handle and collect the bats). The survey should be conducted prior to <br />demolition or tree removal. If no bats are detected, then no further <br />surveys are required. If bats are found in a tree or structure on site, <br />bats should be passively excluded/evicted from the roost site for two <br />consecutive days. This is generally accomplished by opening up the roost <br />area to allow airflow through the cavity/crevice. Tree removal should <br />be conducted no less than the following day. Biological Resources (Plant Survey) — Mitigation Measure #8: A <br />focused plant survey shall be conducted in May/June/July to determine if <br />Congdon's tarplant, coast marsh milk -vetch, and/or saline clover are <br />present on site. If these special -status plant species are detected, CDFG <br />shall be contacted to determine appropriate mitigation measures. <br />[COA][PLANNING] <br />i. Biological Resources (Landscaping) — Mitigation Measure #9: <br />Native and non-invasive plant species, including plant species used for <br />long-term erosion control, shall be used in landscaping within the <br />Precise Plan area. [COA][PLANNING] <br />j. Biological Resources (Monarch Butterfly) — Mitigation Measure <br />#10: If construction were to take place during the fall and winter <br />migration period of the Monarch butterfly, the site shall have a pre - <br />construction surrey for Monarch butterflies that could utilize the <br />eucalyptus trees on site. If Monarch butterflies are detected, the <br />CDFG shall be contacted to determine appropriate mitigation <br />measures. [COA][PLANNING] <br />k. Cultural Resources (Discovery of Cultural Resources) — Mitigation <br />Measure #11: The City requires that if cultural resources are <br />encountered during excavation or site preparation, such work shall be <br />halted immediately in the area of discovery and the project sponsor <br />shall immediately notify the Community Development Director of the <br />discovery. The project sponsor shall be required to retain the services <br />of a qualified archaeologist for the purpose of evaluating, recording, <br />protecting, or curating the discovery as appropriate. The archaeologist <br />shall be required to submit a Cultural Resources Management Plan, per <br />City requirements, to the Community Development Director for review <br />and approval that outlines the findings and mitigation methods of <br />curation and/or protection of the resources. Disposition of Native <br />American remains shall comply with CEQA Guidelines Section <br />15064.5(e).
