05/21/2018
WHEREAS, on May 21, 2018 the City Council conducted a duly noticed de
novo public hearing in accordance with all applicable requirements of the State
Planning and Zoning Law, the City Zoning Ordinance and the North Main Street
Precise Plan, to consider the appeal of the Planning Commission's approval of the
Project, and received and considered documentary evidence on the appeal and
application; and
WHEREAS, the City Council considered whether the Project is categorically
exempt from the requirements of the California Environmental Quality Act (CEQA),
pursuant to CEQA Guidelines Section 15332 (Class 32 - "Infill Development Projects")
as explained in the CEQA compliance memorandum attached to the staff report ("CEQA
Memorandum"), along with the previously adopted Mitigated Negative Declaration and
Mitigation Monitoring and Reporting Checklist for the North Main Precise Plan, the staff
reports, oral and written, and testimony and materials presented by all those wishing to
be heard on this Project at the noticed public hearing on this matter; and
WHEREAS, the City Council determined that the proposed Planned
Community Permit, Density Bonus including a height concession, and Affordable
Housing Plan would further the purposes of and appropriately implement the
City of Redwood City General Plan, the North Main Street Precise Plan, and
applicable provisions of the Redwood City Municipal Code and Zoning
Ordinance.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF REDWOOD CITY AS FOLLOWS:
Section 1. This determination is based on the entire record, including without
limitation the application materials, the N M PP, NMPP Mitigated Negative
ATTY/RESO.0041/CC RESO DENYING THE APPEAL FOR 353 MAIN STREET RESO.
