06/11/2018 <br />Pyrospectaculars, Inc. (the licensed fireworks company) has received approval from the <br />US Coast Guard and the "Marine Events Permit" is attached for reference. With the <br />approval from the US Coast Guard to launch the fireworks from Wharf #4, we do not have <br />to coordinate the use of a barge and the associated costs, insurance and logistics <br />requirements. <br />The show will last for approximately 20 minutes and will begin at 9:30 pm. <br />The fireworks vendor has obtained all necessary permits in accordance with State law. <br />Copies of these permits have been provided to the City's Fire Marshal. <br />Provisions for maintaining the Safetv Zone: <br />The US Coast Guard regulations require a minimum safety zone of 560' away from the <br />launch site. It was agreed at the planning meeting with City staff, Port staff, and the <br />Pyrotechnic company representatives that the safety zone will be delineated at a 700' <br />radius (See image on next page). Therefore, no watercraft will be permitted to anchor or <br />remain in the deep water turning basin during the display. The City of Redwood City <br />requests support from the Port to communicate with the Sea Scouts of the Pacific Skyline <br />Council to provide ships, if available, to help define the safety zone and to keep water <br />craft from entering the safety zone. The Sea Scout vessels must be moved from the <br />Wharf 4 area to ensure the safety of the launch site and property. <br />It is the City's understanding from previous fireworks shows that the Sea Scouts will have <br />radio communication and the ability to issue verbal warnings to boaters in the area that is <br />closed. In advance of the fireworks show, the Sea Scouts will position their vessels as to <br />close/block access to the turning basin and the safety zone. The Sea Scouts will also <br />monitor the arrival of any watercraft that needs to transit the area to ensure the watercraft <br />will clear the safety zone prior to the start of the show. The Sea Scouts are part of the <br />emergency plan for the Coast Guard and can provide additional communications and on <br />the water support capabilities. <br />The City's Police Boat and Fire Boat will be in the water to patrol, provide assistance, and <br />communicate with the Sea Scouts and Coast Guard if necessary. The Fire Boat will <br />provide fire and medical emergency services and deploy a boom to delineate the safety <br />zone. <br />In addition, no shore spectators will be permitted in the industrial area near Wharf#4 and <br />Wharf #5. <br />The City requests that the Port notify all tenants, contractors, and vendors of the firework <br />show and restrictions. The City also requests that an on-site contact from the Port is <br />available to access areas as needed and to assist with the removal of any spectators that <br />may have entered into any restricted area. <br />Use of the public access area of Seaport Court <br />The City will provide uniformed private security personnel (12 confirmed with one <br />supervisor on site), Police Cadets, CERT team members, and Police Officers to direct <br />AM/RESO.0047/CC RESO DESIGNATING STREET CLOSURES FOR FOURTH OF JULY RESO.
