The City Council does hereby certify that the City of Redwood City has <br />followed its adopted Community Participation Plan as required by Section 104(a) of the <br />Act. <br />3. The City Manager is hereby authorized to execute all related documents, <br />including all understandings and assurances necessary or appropriate in connection <br />therewith, and to provide such additional information as may be required for and on <br />behalf of the City of Redwood City. <br />4.
