07/23/2018 RESOLUTION NO. 15691 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY APPROVING THE CITYWIDE TRANSPORTATION PLAN, "RWCMOVES" WHEREAS, the proposed Citywide Transportation Plan, "RWCmoves" or the "Plan," is a policy document that builds off of the General Plan and is a guiding document with recommended actions to be further analyzed and processed after Plan adoption; and WHEREAS, the Plan includes a vision statement, goals, and strategies to improve Redwood City's transportation system based on an analysis of existing conditions, application of best practices, and community input; and WHEREAS, on February 12, 2018, the City Council held a study session on the draft Plan and provided feedback to staff; and WHEREAS, on March 13, 2018, the Complete Streets Advisory Committee (CSAC) held a study session to review feedback on the draft Plan and to provide input on proposed Plan modifications and on the project prioritization system to better reflect community concerns; and WHEREAS, on July 23, 2018, the City Council considered the draft Plan along with oral and written public testimony and all other related documents and evidence in the public record. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF REDWOOD CITY AS FOLLOWS: Section 1. The recitals set forth above are true and correct, and are hereby incorporated herein by this reference as if fully set forth in their entirety. Section 2. The City Council hereby finds that the proposed Plan is in the public interest and consistent with the Redwood City General Plan. The proposed Plan is located at www.rwcmoves.com. Section 3. The proposed Plan has been reviewed with respect to applicability of the California Environmental Quality Act ("CEQA") and the State CEQA Guidelines (California Code of Regulations, Title 14, Sections 15000 et seq.). The proposed Plan falls within the requirements of Section 15262 "Feasibility and Planning Studies." The Plan is a planning study which provides a series of recommendations to implement the Plan's vision. Each of these recommendations will be studied and evaluated independently in accordance with CEQA before acted upon.
