<br />ATTY/CHARTER AMENDMENTS/2018/2018 FINAL CHARTER AMENDMENTS <br />REV: 07-18-18 VR <br />Page 6 of 45 <br />sState, including all powers now or hereafter granted by general law to councils or boards of <br />trustees of municipalities. <br /> <br />Section 11. MEETINGS OF THE COUNCIL: <br /> <br />The cCouncil shall provide by ordinance for the time and place of holding its meetings and the <br />manner in which its special meetings may be called; provided, however, that there shall be at least <br />two regular meetings in each month. Any regular meeting may be adjourned to a date and hour <br />certain, and such adjourned meeting shall be a regular meeting for all purposes. All legislative <br />sessions of the cCouncil, whether regular or special, shall be open to the public. <br /> <br />Section 12. QUORUM: <br /> <br />A majority of the cCouncil shall constitute a quorum for the transaction of business, but a lesser <br />number may adjourn from time to time and postpone the consideration of, or action upon, <br />pending business in like manner. Attendance at meetings of absent members of the cCouncil may <br />be compelled in such manner and under such penalties as may be prescribed by ordinance. <br /> <br />Section 13. CONDUCT OF MEETINGS: <br /> <br />The Council shall determine its own rules of procedure, and may punish its members or other <br />persons present at any meeting, for disorderly conduct. <br /> <br />Section 14. THE MAYOR: <br /> <br />The cCouncil shall choose one of their number to serve as president of the cCouncil, and to be <br />known as mMayor. His Their term as mMayor shall be two years. The mMayor shall be the <br />executive head of the cCity. In the name and on behalf of the cCity he they shall sign all legal <br />instruments and documents to which the cCity is a party except where otherwise provided herein <br />or by general law or ordinance. He They shall represent the cCity in all ceremonial functions of a <br />patriotic or social character when it appears desirable that the cCity be officially represented <br />thereat, and shall, consistent with the provisions thereof, possess such other powers and perform <br />such duties as may be prescribed by this cCharter, by law, by ordinance, or by resolution of the <br />cCouncil. <br /> <br />The mMayor shall have a contingent fund of two hundred fifty ($250) dollars a year for which he <br />they need produce no vouchers. <br /> <br />In case of riot, insurrection, or extraordinary emergency, he they shall assume general control of <br />the cCity government and all of its branches and shall be responsible for the suppression of <br />disorders, and the restoration of normal conditions. <br /> <br />The cCouncil shall choose one of their number to serve as Vice-Mayor.
