<br />ATTY/CHARTER AMENDMENTS/2018/2018 FINAL CHARTER AMENDMENTS <br />REV: 07-18-18 VR <br />Page 9 of 45 <br />1, 2019 shall be included in computing consecutive terms. When a member completes a term <br />without being reappointed to the succeeding term, including instances in which a member is not <br />reappointed because of the term limits set forth herein, such member shall continue to serve <br />until their successor is appointed and qualified. <br /> <br />All members of the cCommission shall, at the time of their appointments and continuously <br />during their incumbencies, be residents and electors of the City. The cCommission shall elect its <br />cChairperson from among its members. Neither the City Attorney, the Planning Director nor any <br />deputy or assistant of either of them, shall have the right to vote or enter into deliberations but <br />shall be present in an advisory capacity only. (As amended November 6, 2007, filed by Secretary <br />of State March 12, 2008). <br /> <br />The pPlanning cCommission shall exercise all powers and duties granted it by ordinance or <br />resolution of the Council now or hereafter in effect and shall exercise such additional powers and <br />duties as may now or hereafter be provided for by such general laws of the State as are not in <br />conflict with this Charter, or any ordinance or resolution of the Council. <br /> <br />The members of the present cCity pPlanning cCommission in office at the time of this Charter <br />taking effect shall continue in office until the end of the terms for which they have been <br />respectively appointed. (As amended April 8, 1958, ratified by Legislature April 18, 1958; <br />amended April 9, 1968, approved by Legislature April 29, 1968, Stats. 1968 Chapter 76; as <br />amended April 10, 1984, certified by Secretary of State June 21, 1984; as amended November 4, <br />2003, certified by Secretary of State March 5, 2004; as amended November 8, 2005, certified by <br />Secretary of State January 24, 2006.) <br /> <br />Section 18. LIBRARY BOARD: <br /> <br />(a) There shall be a Library Board consisting of seven members to be appointed by the City <br />Council. (As amended November 3, 2009 and filed by the Secretary of State February 9, 2010). <br />(b) All members of such Board shall at the time of their appointments and continuously during <br />their incumbencies be residents and electors of the City. <br /> <br />(c) Any members of such Board may be removed at any time by an affirmative vote of five- <br />sevenths (5/7ths) of all members of the City Council. <br /> <br />(d) The members thereof shall serve for a term of four (4) years each and thereafter until their <br />successors are appointed and qualified. Boardmembers in the office at the time this amendment <br />takes effect shall continue in office until the end of their respective terms. (As amended <br />November 6, 2007, filed by Secretary of State March 12, 2008). <br /> <br />(e) No person shall be appointed to the Board for more than four full consecutive terms. A partial <br />term to which a person is appointed to fill a vacancy on the Board shall not be included in <br />computing consecutive terms.
