<br />ATTY/CHARTER AMENDMENTS/2018/2018 FINAL CHARTER AMENDMENTS <br />REV: 07-18-18 VR <br />Page 16 of 45 <br />and City Collector in accordance with Sections 33, 34, 35 and 36 hereof, respectively, or any one <br />or more of said offices as may be consolidated under the office of Director of Finance by ordinance <br />of the Council. Wherever in this Charter reference is made to any of the foregoing enumerated <br />officers the City Treasurer and, as appropriate, the City Auditor, such reference shall be deemed <br />to mean the Director of Finance, to the extent the corresponding offices thereof have been <br />consolidated. <br /> <br />It shall be the Director of Finance’s duty, as City Treasurer, to receive and safely keep all moneys <br />and securities belonging to the City and coming into said Director's hands, and to pay out the <br />same only on warrants signed by the proper officers, except the principal and interest due on <br />bonds of the City, including improvement bonds thereof. <br /> <br />As City Treasurer, the Director of Finance shall deposit, with such depositories as are provided <br />by law all funds coming into said Director’s possession, and shall obtain from such depositories <br />collateral as security therefor as provided by law. All interest on money so deposited shall accrue <br />to the benefit of the City. <br /> <br />The Council, in the case of general municipal funds, and the Board of Port Commissioners, in the <br />case of Port funds, may authorize the Director of Finance to invest such public moneys as are not <br />required for immediate expenditure in such securities or other certificates of indebtedness as are <br />provided by law for the investment of public funds, generally. Such authority may include the <br />power to sell or exchange such securities and reinvest the proceeds thereof. If so authorized, the <br />Director shall thereafter assume full responsibility for such transactions until such authority is <br />revoked and shall make a monthly report of such transactions to the Council concerning the <br />investments of general municipal funds and to the Board of Port Commissioners concerning the <br />investment of Port funds. <br /> <br />The Director of Finance shall also perform such other duties, and exercise such other powers, as <br />may be prescribed by the Council or the City Manager. (Section 31 deleted April 9, 1968, approved <br />by Legislature April 29, 1968, Stats. 1968, Chapter 76; new section April 10, 1984, certified by <br />Secretary of State June 21, 1984) (As amended November 4, 1986, filed Secretary of State January <br />5, 1987) <br /> <br />Section 32. CITY CLERK: <br /> <br />There shall be a City Clerk who shall be appointed by the City Manager. The cCity cClerk shall be <br />clerk of the cCouncil and the bBoard of eEqualization and shall attend all meetings and shall <br />keep in separate books full and true records of all proceedings of each of said bodies. The cClerk <br />shall keep a copy of all ordinances with a certificate of the cClerk annexed to said copy, stating it <br />is a true and full record thereof. <br /> <br />Said record copy, with such certificate shall be prima facie evidence of the contents of such <br />ordinance. The cClerk shall also keep an index to the minutes of the cCouncil and to all <br />ordinances.
