SECTION 4. If any provision of this Resolution or its application to any person or <br />circumstance is held invalid, such invalidity has no effect on the other provisions or <br />applications of the Resolution that can be given effect without the invalid provision or <br />application, and to this extent, the provisions of this Resolution are severable.
