04/08/2019 <br />RESOLUTION NO. 15749 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY IN SUPPORT OF THE ESTABLISHMENT OF THE FLOOD AND <br />SEA LEVEL RISE RESILIENCY AGENCY, AND ENDORSING AN <br />ANNUAL GENERAL FUND ALLOCATION OF $55,000 FOR THREE <br />YEARS TO HELP FUND THE FORMATION OF THE AGENCY TO BE <br />CONSIDERED AS PART OF THE FISCAL YEAR 2019/20 BUDGET <br />WHEREAS, flooding and sea level rise are immediate and long-term risks to San <br />Mateo County, its residents, and employers; and <br />WHEREAS, addressing the risks and impacts of flooding and sea level rise <br />requires cooperation and participation by multiple agencies; and <br />WHEREAS, in San Mateo County there is not a single voice to advocate at <br />countywide, regional, state, and federal levels for grants and legislation to support climate <br />change resiliency efforts, placing the cities and County at a distinct disadvantage when <br />pursuing funding for important flooding, regional stormwater, and sea level rise <br />infrastructure projects; and <br />WHEREAS, infrastructure to address regional stormwater and flooding impacts is <br />expensive and often requires State and Federal grant funding; and <br />WHEREAS, grant funding is highly competitive and difficult to obtain by cities <br />acting individually and legislators and regulatory agencies encourage development of a <br />countywide effort to address regional stormwater and flooding issues; and <br />WHEREAS, regional and flood infrastructure projects require permits from multiple <br />agencies and the expertise in obtaining the permits is seldom available within local <br />government since the permitting process is used infrequently in most cities; and <br />WHEREAS, erosion is already a problem along the San Mateo coastline and <br />existing levees along the San Francisco Bay are not adequate to address sea level rise <br />by 2100; and <br />WHEREAS, the Regional Water Quality Control Board is expanding requirements <br />that require storm water retention, trash capture, green infrastructure, and other multi - <br />benefit storm water infrastructure projects to meet the requirements of the Municipal <br />Regional Permit; and <br />WHEREAS, the Countywide Water Coordination Committee of the City/County <br />Association of Governments (C/CAG) developed a proposal for the formation of the Flood <br />and Sea Level Rise Resiliency Agency (Agency); and <br />Page 1 of 2 <br />ATTY/DOCS-RESOLUTIONS/2019/RESO.0027 CC RESO SMC FLOOD AND SEA LEVEL RISE RESILIENCY AGENCY RESO.
