The City Council does hereby certify that the City of Redwood City has <br />followed its adopted Community Participation Plan as required by Section 104(a) of the <br />Act. <br />3. The City Manager is hereby authorized to execute and file the Applications <br />and all related documents, including all understandings and assurances necessary or <br />appropriate in connection therewith, and to provide such additional information as may <br />be required for and on behalf of the City of Redwood City. <br />4. The Community Development Director is hereby authorized to approve <br />loans from the Community Development Block Grant revolving loan fund for the City's <br />Home Improvement Loan Program to be disbursed up to the amounts on the FY 19/20 <br />Annual Action Plan budget, including prior year carryover funds. <br />5.
