04/22/2019 <br />RESOLUTION NO. 15756 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDWOOD <br />CITY ADOPTING THE SCHEDULE OF FEES RELATED TO EVENTS AT <br />COURTHOUSE SQUARE AND OTHER SPECIAL EVENTS <br />WHEREAS, the Courthouse Square is a unique community asset and gathering <br />place for the benefit of all of the residents in San Mateo County and shall be used solely <br />as a public plaza according to the Cooperative Agreement between the County of San <br />Mateo and the City of Redwood City for Preservation of the Historic County Courthouse <br />Block, Removal of the South Annex, Reconstruction of the Courthouse Fagade and <br />Creation of Courthouse Plaza, and Grant of Easement and License, dated May 3, 2005; <br />and <br />WHEREAS, the City of Redwood City ("City") has the authority to manage and <br />operate Courthouse Square; and <br />WHEREAS, the City Council is empowered to impose reasonable fees, rates, and <br />charges to offset the costs for municipal services; and <br />WHEREAS, City Code Chapter 33A, Article III sets forth the permitting <br />requirements for the use of Courthouse Square and allows the City to establish a fee <br />structure for events and activities that require City services; and <br />WHEREAS, on December 14, 2009, the City Council adopted Resolution No. <br />14987, which established the Schedule of Fees for Courthouse Square Events <br />("Courthouse Square Event Fees") to enable the City to recover costs associated with <br />planning, permitting, securing, and otherwise regulating events at Courthouse Square; <br />and <br />WHEREAS, pursuant to the City's Master Fee Schedule for use of City facilities, <br />all organizations holding special events in the City are subject to certain fees associated <br />with the services provided by City departments and staff ("Special Event Fees"). Special <br />Event Fees include Courthouse Square Event Fees; and <br />WHEREAS, the City recognizes that many nonprofit organizations provide a <br />service to the City by hosting community events and that payment of Special Event Fees <br />might present more of a financial burden for nonprofit organizations than for-profit <br />organizations; and <br />ATTY/RESO.0034/CC RESO ADOPTING SCHEDULE OF FEES—COURTHOUSE SQUARE RESO.
