REDWOOD CITY <br />2 RAA Model and GI Targets <br />Provisions C.11 and C.12 in the MRP require San Mateo Permittees (San Mateo <br />County and its 20 cities and towns) to reduce estimated PCBs loading by 15 <br />grams/year and estimated mercury loading by 6 grams/year using green <br />infrastructure by June 30, 2020. Regionally, Permittees must also project the <br />load reductions achieved via green infrastructure by 2020, 2030, and 2040, <br />showing that collectively, reductions will amount to 3 kg/year of PCBs and 10 <br />kg/year of mercury by 2040. <br />This planning process developed and assessed projections for the square <br />footage of impervious surface to be retrofitted and treated with green <br />infrastructure from private projects within the Redwood City's jurisdiction by <br />2020, 2030, and 2040. It also incorporates targets for the square footage of <br />impervious surface to be retrofitted and treated with green infrastructure <br />through potential public projects within the Redwood City's jurisdiction by <br />2020, 2030, and 2040. <br />2.1 Reasonable Assurance Analysis and GI <br />Implementation Goals <br />The Municipal Regional Stormwater Permit (MRP) (Order No. R2-2015-0049) <br />requires the development of GI Plans (Provision C.3) and PCBs and Mercury <br />Control Measure Implementation Plans (Provisions C.11 and C.12) that provide <br />the necessary pollutant load reductions to meet TMDL WI -As over specified <br />compliance periods. A key component of these plans is a Reasonable <br />Assurance Analysis (RAA) that quantitatively demonstrates that proposed <br />control measures will result in sufficient load reductions of PCBs and mercury <br />to meet WI -As for municipal stormwater discharges to the Bay. The <br />City/County Association of Governments (C/CAG) of San Mateo County, via its <br />San Mateo Countywide Water Pollution Prevention Program (SMCWPPP), led <br />a county -wide effort to develop an RAA to estimate the baseline PCB and <br />mercury loads tothe Bay, determine load reductions to meet WLAs among San <br />Mateo County Permittees, and set goals for the amount of GI needed to meet <br />the portion of PCB and mercury load reduction the MRP assigns to GI <br />(SFBRWQCB 2015).
