REDWOOD CITY <br />construction, the costs for maintenance and operations cannot be paid from <br />the bond proceeds. <br />Examples of stormwater-related GO bonds successfully implemented include <br />Berkeley's Measure M ($30 million — partly for GI, 2012) and Los Angeles' <br />Measure O ($500 million, 2004). <br />Funding strategies are discussed in greater detail in Appendix C, which also <br />includes a list of balloted efforts throughout the State along with a discussion <br />on why they succeeded or failed. <br />7.3 Grants and Loan <br />Federal, state, and regional grant programs have funding available to local <br />governments to support GI efforts. These grant programs include: <br />• California Proposition 1 (Water Quantity, Supply, and Infrastructure <br />Improvement Act of 2014) Stormwater Implementation Grant <br />Program; US Environmental Protection Agency: San Francisco Bay <br />Water Quality Improvement Fund; <br />• California Water Resources Control Board: 319(h) Non -Point Source <br />Implementation Program; <br />• California Department of Water Resources: Integrated Regional <br />Water Management Program Implementation Grants; <br />• California State Parks: Land & Water Conservation Fund and Rails -to - <br />Trails Programs; <br />• California Department of Forestry and Fire Protection: Urban and <br />Community Program; <br />• Caltrans Cooperative Implementation Agreements or Grants <br />Program, and <br />• One Bay Area Grant Program (transportation projects). <br />Other potential grant resources that may be available in the future to <br />support GI include Greenhouse Gas Reduction Funds derived from the <br />California Cap and Trade Program.
