'.. <br /> <br />November 5,2007 <br /> <br />SUBJECT <br />702 Warren Street: Historic Preservation Agreement (Mills Act Contract) <br /> <br />RECOMMENDATION <br />Approve by motion a Mills Act Contract for the property. <br /> <br />BACKGROUND <br />The subject property is located in the Mezesville Historic Residential district which was <br />designated by the City Council on May 8, 2005. The single-family dwelling located at <br />702 Warren Street is one of 42, from a total of 87 parcels, designated as a "contributing <br />structure" to this Historic District (see Attachment 1). In addition to designated Historic <br />Landmarks, the only other properties which are eligible for Mills Act Contract <br />Agreements are contributing structures to designated historic districts. <br /> <br />On October 16, 2007 l the Planning Commission made a unanimous recommendation to <br />the Redwood City Council that a Mills Act Contract be approved for the property located <br />at 702 Warren Street in accordance with the Redwood City Historic Preservation <br />Ordinance established by Chapter 40 of the Redwood City Municipal Code (see <br />Attachment 2). The enclosed Planning Commission staff report of October 16, 2007 <br />contains specific details relating to the subject agreement. The Planning Commission <br />agreed with the specific recommendations of the Historic Resources Advisory <br />Committee (HRAC) regarding the proposed preservation work program for the subject <br />site. <br /> <br />Discussion/Issues <br />Prior to making their recommendation for adopting a Mills Act Contract for the subject <br />property, the HRAC met on-site with the property owner to evaluate the exterior <br />condition of the property. This detailed inspection has resulted in the recommended <br />site-specific long term preservation program contained in the proposed Mills Act <br />Contract (see Attachment "C" in Attachment 3). <br /> <br />General Plan and Zoning Compliance <br />The implementation of Mills Act Contracts supports the long term preservation of the <br />Community's historic resources which is one of the primary goals and objectives of the <br />Historic Resources Element of the General Plan. Mills Act Contracts do not affect the <br />zoning regulations which are currently applicable to the subject property. <br /> <br />Environmental Review <br />The proposed historic preservation agreement seeks to insure the long term <br />preservation of the subject resource which is exempt from California Environmental <br />Quality Act (CEQA) review, per section 15331, Class 31 of the CEQA guidelines. <br />
