Approve a resolution designating the property located at 1816 Hopkins Avenue <br />as a Historic Landmark based on the finding that the subject property meets the <br />historic designation criteria, per section 40.6 of the Redwood City Historic <br />Preservation Ordinance as listed below: <br />. The property exemplifies or reflects special elements of the City's cultural, <br />aesthetic or architectural history; <br />. It is identified with persons or events significant in Local, State or National <br />History; <br />. It embodies distinctive characteristics of a style, type, period or method of <br />construction, or is a valuable example of the use of indigenous materials <br />or craftsmanship; and <br />. It is representative of the notable work of a builder, designer or architect. <br />2. Approve by motion a Mills Act Contract for the subject property. <br /> <br />BACKGROUND <br />Landmark Designation <br />On October 16, 2007, after a public hearing, the Planning Commission unanimously <br />approved a resolution recommending to the Redwood City Council that the property <br />located at 1816 Hopkins Avenue be designated as a Historic Landmark in accordance <br />with the Historic Preservation Ordinance established by Chapter 40 of the Municipal <br />Code (see Attachment 1). The Planning Commission staff report of October 16, 2007 <br />contains all the details of the historic designation process associated with this property <br />(see Attachment 2). The Planning Commission has agreed with the recommendations <br />of the Historic Resources Advisory Committee (HRAC) on the "application" for <br />landmarking and the next step outlined by the Historic Preservation Ordinance requires <br />that the City Council hold a public hearing and "...shall by resolution approve the <br />application in whole or in part, or shall by motion disapprove it in its entirety...." <br /> <br />Mills Act Contract <br />If designated as a historic landmark, the subject property will become eligible for a Mills <br />Act Contract. These historic preservation agreements provide long term property tax <br />relief benefits to the owners of qualified properties in exchange for a long term historic <br />preservation improvement program whose implementation is monitored by the City <br />through the HRAC on a yearly basis. Mills Act Contracts are processed as <br />recommendations from the HRAC to the Planning Commission, and if approved, the <br />Planning Commission forwards their recommendation to the City Council who takes the <br />final action; no public hearing is required.
