<br />RECOMMENDATION
<br />The Historic Resources Advisory Committee (HRAC) recommends that the Planning
<br />Commission:
<br />a. Recommend that the City Council designate the property located at 1816 Hopkins
<br />Avenue as a historic landmark per Section 40 of the Redwood City Municipal Code.
<br />b. If recommended for landmark designation to the City Council, make an additional
<br />recommendation that the City Council approve a Mills Act Contract for the subject
<br />property per section 40.5.K of the Redwood City Municipal Code.

<br />BACKGROUND
<br />. October 18, 2006: The property owner/applicant submitted a detailed historic
<br />analysis on the subject property which was prepared by "Circa: Historic Property
<br />Development," a certified historic preservation consultant (see Attachment 1) in
<br />order to secure landmark status for their property. A detailed ten-year historic
<br />preservation work program for a Mills Act Contract is submitted in conjunction
<br />with the subject report in order to insure the progressive and compatible
<br />rehabilitation of the subject property.

<br />. January 11, 2007: The Historic Resources Advisory Committee (HRAC)
<br />unanimously recommended to the Planning Commission that the property
<br />located at 1816 Hopkins Avenue be designated as a historic Landmark. The
<br />HRAC action also included a recommendation to approve a Mills Act Contract for
<br />the subject property (see Attachment 2a).
<br />
<br />. September 18, 2007: The Planning Commission unanimously voted to consider
<br />designation of the subject property as a historic Landmark per the Historic
<br />Preservation Ordinance. Per section 40.7 of the Historic Preservation Ordinance
<br />the next steps will involve a Planning Commission recommendation to the City
<br />Council regarding the landmarking of the subject property and, if favorable, a
<br />recommendation to adopt a Mills Act Contract. The property owners are
<br />interested in making a long term commitment towards the appropriate
<br />
