Approve a resolution designating the property located at 2236 Hopkins Avenue <br />as a historic landmark based on the finding that the subject property meets the <br />historic designation criteria, per section 40.6 of the Redwood City Historic <br />Preservation Ordinance as listed below: <br />. The property exemplifies or reflects special elements of the City's cultural, <br />aesthetic or architectural history; and <br />. It is identified with persons or events significant in local, State or National <br />History; and <br />. It embodies distinctive characteristics of a style, type, period or method of <br />construction, or is a valuable example of the use of indigenous materials <br />or craftsmanship. <br />2. Approve by motion a Mills Act Contract for the subject property. <br /> <br />BACKGROUND <br />Landmark Designation <br />On October 16, 2007, after a public hearing, the Planning Commission unanimously <br />approved a resolution recommending to the Redwood City Council that the property <br />located at 2236 Hopkins Avenue be designated as a historic landmark in accordance <br />with the Redwood City Historic Preservation Ordina'1ce established by Chapter 40 of <br />the Redwood City Municipal Code (see Attachment 1). The Planning Commission staff <br />report of October 16, 2007 contains all the details of the historic designation process <br />associated with this property (see Attachment 2). The Planning Commission has agreed <br />with the recommendations of the Historic Resources Advisory Committee (HRAC) on <br />the "application" for landmarking and the next step outlined by the Redwood City <br />Historic Preservation Ordinance requires that the City Council hold a public hearing and <br />".. .shall by resolution approve the application in whole or in part, or shall by motion <br />disapprove it in its entirety...." <br /> <br />Mills Act Contract <br />If designated as a historic landmark, the subject property will become eligible for a Mills <br />Act Contract. These historic preservation agreements provide long term property tax <br />relief benefits to the owners of qualified properties in exchange for a long term historic <br />preservation improvement program whose implementation is monitored by the City <br />through the HRAC on a yearly basis. Mills Ad Contracts are processed as <br />recommendations from the HRAC to the Planning Commission, and if approved, the <br />Planning Commission forwards their recommendation to the City Council who takes the <br />final action; no public hearing is required.
