<br />REPORT <br /> <br />6.18 <br />Page 1 <br /> <br />To the Honarable Mayor aod City Counci:f <br />.."" ,.,"',','.',,____ ft9m the tit '~, Man~~j' <br /> <br />November 5, 2007 <br /> <br />SUBJECT <br />Purchase of one regenerative air sweeper <br /> <br />RECOMMENDATION <br />Approve by motion, the purchase of one Tymco Model 600 regenerative air sweeper in <br />the amount of $187,894.94 from GCS Western Power and Equipment of Sacramento, <br />CA under the cooperative purchase provisions of the City and County of San <br />Francisco's recent competitive Bid Number ITSF07000637/CD. <br /> <br />BACKGROUND <br />Redwood City's Fleet Replacement Program is designed to provide a structure for <br />evaluating vehicles and equipment in order to replace them at the most economically <br />advantageous point in their life cycle. The Public Works Services Department, <br />Wastewater Management Division currently has a 1995 Tymco Model 600 regenerative <br />air sweeper which has exceeded its useful life and is scheduled for replacement. Staff <br />from Equipment Services Division, along with the Wastewater Management Division's <br />staff have been working on replacing this sweeper and agreed that the Tymco sweeper <br />has been the most reliable and met the rigorous demands of our street sweeping <br />schedule. <br /> <br />After doing extensive research, staff from the Equipment Services Division found that <br />the City and County of San Francisco recently administered a competitiYe bid process <br />for the same piece of equipment, in which GCS Western Power and Equipment was the <br />lowest responsible bidder. The unit price per the City and County of San Francisco <br />specification is $193,798.68. After reducing the cost for optional equipment which is not <br />needed for our operations, the total price for Redwood City's unit will be $187,894.94. <br /> <br />ALTERNATIVES <br />Not approving this purchase would impact the operational requirements of the <br />Wastewater Management Division since their existing street sweeper is extremely worn <br />from heavy daily use. The alternative of initiating another competitive bid process would <br />probably not result in any cost savings since the City and County of San Francisco's bid <br />was a recent competitive bid process in which GCS Western Power and Equipment was <br />the lowest bid. <br /> <br />FISCAL IMPACT <br /> <br />Funds for the purchase of this replacement street sweeper were approved by the City <br />Council in the Fiscal Year 2007/2008 Equipment Replacement Fund Budget in the <br />amount of $178,600. The remaining balance of $9,294.94 will initially be financed from <br />retained earnings in the Equipment Replacement Fund. This amount will be <br />
