<br />ATl'ACHl'lliNT 4 <br /> <br /> <br />78 <br />8 <br /> <br />October 16, 2007 <br /> <br />SUBJECT <br />Recommendations from the Historic Resources Advisory Committee: <br />a) Historic landmark designation <br />b) Approval of a Mills Act Contract <br /> <br />Address: 2236 Hopkins Avenue, <br />APN: 052-153-120 <br />Zoning District: R1-8 (Residential Single Family Dwelling - 8,000 square foot minimum <br />lot size) <br />Property Owners: Matthew and Peggy Klein <br /> <br />RECOMMENDATION <br />The Historic Resources Advisory Committee (HRAC) recommends that the Planning <br />Commission: <br />a. Recommend that the City Council designate the property located at 2236 Hopkins <br />Avenue as a historic landmark in conformance per Section 40 of the Redwood City <br />Municipal Code. <br />b. If recommended for landmark designation to the City Council, make an additional <br />recommendation that the City Council approve a Mills Act Contract for the subject <br />property per section 40.5.K of the Redwood City Municipal Code. <br /> <br />BACKGROUND <br />. April 4, 2007: The property owners/applicants submitted a detailed historic analysis <br />on the subject property which was prepared by "Circa: Historic Property <br />Development," a certified historic preservation consultant (see attachment 1) in order <br />to secure landmark status for their property. <br /> <br />. May 10, 2007: The Historic Resources Advisory Committee (HRAC) unanimously <br />recommended to the Planning Commission that the property located at 2236 <br />Hopkins be designated as a historic Landmark (see attachment 2a). The HRAC also <br />reviewed a draft 10 year Mills Act Contract program. Future changes planned for the <br />subject property were also reviewed and they were determined to be compatible to <br />the Secretary of Interior's Standards for Rehabilitation. <br /> <br />. August 9, 2007: The HRAC reviewed plans to upgrade the garage for the subject <br />property and re-iterates its recommendation for a Mills Act Contract approval (see <br />attachment 2 b). <br /> <br />. September 18, 2007: The Planning Commission unanimously voted to consider <br />designation of the subject property as a historic Landmark per the Historic <br />Preservation Ordinance. Per section 40.7 of the Historic Preservation Ordinance the <br />next steps will involve a Planning Commission recommendation to the City Council <br />
