Cafes and restaurants disappeared and nothing replaced them. <br /> <br />The city was looking for proposals for what to do with the fading downtown area when Brian Eder <br />and Cherri Lakey, partners in the graphic-design firm Two Fish Design, offered to place work by local <br />artists in empty buildings. The two developed the Phantom Galleries program, convincing building <br />owners to let artists use their windows, <br /> <br />During the high-tech boom, artists couldn't afford broom closets in the area. Now they have at least <br />12 storefronts around San Fernando and South First streets. By August -- the first anniversary of the <br />Phantom Galleries program -- Eder expects that more than 200 artists will have displayed work down- <br />town. <br /> <br />"We wanted the city and the public to realize how valuable arts and culture was," Eder says. "We <br />thought bringing it out into public view might protect (artists) in the future.1! <br /> <br />Reaction from the general public u the public noticing the project, at least -- has been encouraging, <br />he says. <br /> <br />"People will just be walking and looking down, and suddenly they'll stop, and look in the windows," <br /> <br />6 <br />
