<br />Authority of the Director of Community Development Services
<br />The Director is authorized to develop and modify the rules and procedures for events at
<br />Courthouse Square in the form of Administrative Guidelines, which may be modified at
<br />anytime solely by the Director. The schedule of fees for events at Courthouse Square
<br />shall be adopted by Council. The Director shall also take other actions as are
<br />necessary to preserve Courthouse Square and public safety, including the prohibition or
