3/13/00 <br />EXHIBIT D <br />NOTICE OF PUBLIC HEARING ON PROPOSED <br />CITY OF REDWOOD CITY COMMUNITY FACILITIES DISTRICT NO. 2000-1 <br />(PACIFIC SHORES PROJECT) <br />CITY OF REDWOOD CITY, COUNTY OF SAN MATEO, CALIFORNIA <br />The City of Redwood City is considering the formation of a community facilities district <br />(the "CFD ") under the authority of the Mello -Roos Community Facilities District Act of 1982, as <br />amended, to fund certain public facilities and services related to new development within the <br />City of Redwood City. <br />This Notice contains a brief summary of the proposal, but you are referred to the City <br />Council's Resolution of Intention (No. , adopted March 13, 2000) and its Resolution to <br />Incur Bonded Indebtedness (No. , adopted March 13, 2000) for the definitive description <br />of the proposal. <br />The proposal is to subject the property within the CFD to a special tax which will be used <br />to pay for facilities and services of benefit to land within the CFD, including paying principal <br />and interest on bonds used to build facilities, and will expire when the bonds are retired and all <br />eligible facilities are financed. No parcel may be taxed beyond the 2021/22 tax year. The <br />proceeds of the bonds will be used to pay for the facilities and other expenses set forth on Exhibit <br />A and Exhibit B attached hereto. <br />The proposal also includes authority to issue up to $21,000,000 in bonds to be repaid by <br />the special tax. Neither the City of Redwood City nor any person outside the CFD has any <br />liability for the special tax or the bonds. The security for the bonds is limited to the property <br />subject to the special tax within the CFD. <br />In order to confer the authority upon the City of Redwood City City Council to levy the <br />special tax and to issue the bonds, a public hearing must be held on the proposal, then the City <br />Council will decide whether to form the CFD, and finally the qualified electors within the CFD <br />must approve the proposal by a two- thirds vote. Where the CFD is uninhabited (as is the case <br />here) the qualified electors are, pursuant to law, the owners of property within the CFD. <br />This is the notice of the public hearing. <br />The public hearing will be held during the City Council meeting on Monday, April 17, <br />2000 at 7:30 p.m., in the City of Redwood City City Hall Council Chambers located at 1017 <br />Middlefield Road, Redwood City, California 94063 -0478. <br />At the hearing, the testimony of all interested persons or potential special taxpayers for or <br />against the formation of the proposed community facilities district, the authorization to levy the <br />special tax, and the authorization to issue the bonds will be heard.
